The POLIRURAL Project

CKA is a partner in the POLIRURAL project to explore the use of Text Mining and System Dynamics Modelling in collaborative policies processes for the development of the rural regions of Europe.

The project consortium involves 37 organizations from 16 countries: Austria, Belgium, Czech Republic, Finland, Greece, Ireland, Israel, Italy, Latvia, North Macedonia, Norway, Poland, Portugal, Slovakia, Spain and the UK.

The work started in June 2019 and will continue until May 2022. The project is led by CZU (Ceska Zemedelska Univerzita v Praze) the Czech University of Life Sciences in Prague. The project website is here.

The work of the project includes the implementation of Foresight exercises in 12 rural regions: Belgium, Finland, Greece, Ireland, Italy, Israel, Latvia, North Macedonia, Poland, Slovakia and Spain.

The goal of each Foresight exercise is to work with local stakeholders, beneficiaries and policy actors to jointly develop strategies for the development of their region. By the final year of this 3-year project, it is expected that each region will have successfully completed the Foresight exercise and that the strategies they have developed will already be in the process of implementation.

These Foresight exercises will provide a platform for designing, developing and evaluating the use of Text Mining (TM) tools and System Dynamic Modelling (SDM) tools as part of the Foresight process. One of the challenges of the project is to adopt an Action Research approach whereby the successful completion of the 12 Foresight pilots is not jeopardized by unforeseen problems or delays in the design or development of the TM and SDM toolkits.

Foresight requires a lot of good desk research. Research on global trends and drivers of change, research on the local manifestation of such drivers of change, and research on available policy options. Our ambitions for the application of TM and SDM tools to Foresight include…

  • Reduce the cognitive load of search and research tasks in Foresight initiatives
  • Enable deeper, more relevant insights into the impact of global drivers at local level
  • Enable improvements to the conception and evaluation of future policy options

CKA brings to this project almost 20 years of experience in the design and implementation of Foresight and other participative policy process, as well as deep experience from accompanying its clients in the development of strategies and policies in agriculture and rural development, energy, tourism, technology and related domains.

It will release occasional reports on progress and will publish guides inspired by the results of this project.
